I think this is a Stilt Sandpiper. The size is right in relation to nearby Dowitchers, and other people reported seeing large numbers of them at the same place I saw this one- Bombay Hook NWR. I was there on August 2nd, 2008.

These birds were at Bombay Hook on July 31st, 2009.
